KeyboardDelay 0 and KeyboardSpeed 31: the fastest keyboard repeat rate in Windows
Short answer
UpdatedKeyboardDelay is how long you hold a key before it starts repeating (0 is the shortest, about 250 ms), and KeyboardSpeed is how fast it repeats (31 is the fastest, about 30 per second). This tweak sets both to their fastest values. In the registry it sets KeyboardDelay to 0 under HKCU\Control Panel\Keyboard, and 1 more value.

What it does
KeyboardDelay is how long you hold a key before it starts repeating (0 is the shortest, about 250 ms), and KeyboardSpeed is how fast it repeats (31 is the fastest, about 30 per second). This tweak sets both to their fastest values.
In the app the switch is called "Fastest Keyboard Repeat", described there as: Sets the shortest delay and the fastest repeat rate for a held key (sign out once).
When it helps, and when it hurts
When it helps
- Typing, editing and menus that respond to a held key.
When it hurts
- Most games read key presses directly and ignore the repeat settings, so movement in a game does not change.
- Sign out once to apply.
What it writes
Exactly what the switch changes, read from the app's source. Switching it off is what the app writes when you turn the tweak off again.

The same change by hand
You do not need the app for this one. These commands make the changes from the table above. Run them in a Command Prompt opened as administrator, and make a restore point first.
reg add "HKCU\Control Panel\Keyboard" /v "KeyboardDelay" /t REG_SZ /d "0" /f
reg add "HKCU\Control Panel\Keyboard" /v "KeyboardSpeed" /t REG_SZ /d "31" /freg add "HKCU\Control Panel\Keyboard" /v "KeyboardDelay" /t REG_SZ /d "1" /f
reg add "HKCU\Control Panel\Keyboard" /v "KeyboardSpeed" /t REG_SZ /d "31" /freg query "HKCU\Control Panel\Keyboard" /v "KeyboardDelay"How to undo it
In the app: Yes
Switching it off puts back exactly what was there before, value for value.
Switch the tweak off in Frozen Tweaks. The app saved what each value was before the change and writes exactly that back, or removes the value if it did not exist.
Changing several settings at once? The app's Make a restore point button, on every plan, makes a Windows restore point before you start.
Verdict
A desktop comfort setting. It does not reduce input delay in games.
