What it does
Windows draws transparency, shadows and animations for windows and the taskbar. VisualFXSetting chooses the preset, and separate values switch transparency and taskbar animations. This tweak selects the performance preset and turns transparency and animations off.
In the app the switch is called "Reduce Visual Effects", described there as: Disables transparency/animations to free GPU/CPU time.
When it helps, and when it hurts
When it helps
- Older or integrated graphics, where the desktop itself competes with a windowed or borderless game.
- A desktop that feels quicker because windows open without animation.
When it hurts
- Windows looks plainer: no transparency, no smooth window animations.
- A game in exclusive fullscreen on a dedicated graphics card gains close to nothing.
What it writes
Exactly what the switch changes, read from the app's source. Switching it off is what the app writes when you turn the tweak off again.

In the app: Yes
Switching it off sets a standard Windows value, which may not be exactly how you had it.
Switch the tweak off in Frozen Tweaks. It deletes EnableTransparency, TaskbarAnimations, VisualFXSetting and the others marked in the table, so Windows uses its built-in behavior again.
Changing several settings at once? The app's Make a restore point button, on every plan, makes a Windows restore point before you start.
Verdict
A clear win on weak graphics hardware and a matter of taste on strong hardware.
